Default Interpreting budgie-to-budgie communication

So first off, our new baby is from an independent breeder, and from the same place we got Chester, and she's already tame, so I haven't been quarantining. I know, a risk, but...

I tried introducing them outside the cage today to see how they'd react, as Chester was squawking about being stuck in his cage. I'm not quite sure how to interpret the subsequent behavior.

It started out quite positively. They clearly both wanted to meet each other. They met on the play gym. Chester seemed to be "kissing" or feeding the new girl from above.

Then they went down onto the floor, and kinda ran around for a while. But it seemed Chester was chasing the new girl's tail, and almost trying to climb up on her.

They forgot their differences and shared some millet. Now I've got them apart again, she's on my shoulder, Chester's on the play gym at the window. (Neither of them want to go back in their cages.) Chester is tweeting a lot. She's answering from time to time, and having a good preen.

Were they trying to work out pecking order? There wasn't any squawking during the running around. They did clash over who got to sit on my hand though. (Nice to be so in demand suddenly!)

Any advice on interpreting budgie flock dynamics would be appreciated. This is entirely new territory for us.

The cheeping has calmed down. New girl is back in the temporary cage. Chester has been playing kissy-face with her through the bars. They've been pecking at each other's claws and tails a bit. They are both fluffed up and seem relaxed. I figure it must be consensual, since new girl could back away any time she wanted.

Also, Chester spent some time preening her head, which has to be a good sign.

Holding girlie up to Chester's cage while he was in it, she pushed her face up to the bars, and he poked his beak through and preened her cheeks. The tweeting has calmed down, it's quieter and more occasional.

Girlie spent about 45 minutes on my shoulder. Now she's back in her cage, and Chester's having his turn outside. He's been trying to find a way to get to her.

In budgies the girl always gets what she wants. That is the generall rule
But if your girl is young...that might take a while before she asserts herself.
Usually, budgies get along - especially if you have a true pair or two males. I think it is true in your case too....

Glad to hear they are getting along so great!!! My birds always tail pull when they would get together. Playing or trying to irritate??? I don't know but now that they are all together they are doing it much less. If they are already preening, that is fantastic

This morning I put some seed on a piece of paper so she could "forage". She seems to prefer eating that way.

I let both birds out. Today they are getting on well. They just sat together for about 10 minutes, with Chester quietly preening the new girlie. However, the only place where she felt secure enough for that was on my shoulder, snuggled against the back of my neck. Nevertheless, it seems clear to me now that they're going to be good friends.

New girl also loves playing with my earrings. She hopped onto the side of my cereal bowl and had a taste, but wasn't too impressed with the Shredded Wheat. (Maybe she knows the old joke.)

They spent some time on the floor, peaceably sharing some foraging treats. Now she's sleeping on my shoulder, which is so incredibly cute I feel like I could crap rainbows.
