He does look like Sparky! I saw some pics you had posted of him last night and thought so. I was just on the verge of passing out into a NyQuil coma, so I didn't post! I had one of these guys when I was a pre-teen, too. He talked and whistled so well, amd was just awesome. His name, of course, was Tweety, LOL! I had no intentions of owning more than one budgie, since my Sun Conure baby will be ready to come home in a week or two, but since being on this forum, I'm catching the flock fever! I want all of the pretty mutations, now!
