I read the sticky "Exceptions to the rule in sexing your male budgie" and I am pretty sure Tweety fits right in there. So here is a close up.

I am holding him gently sorry if it looks like I'm not.
He is the only one that doesn't bite me!

Sarah,

Is that picture taken with a flash?

In the picture, the cere looks awfully pale but I can't tell if that is because of the lighting or if that is the actual color.

A male would have a deeper pinkish-purple smooth translucent cere while a female would have a lighter shade of pink with more of a whitish or tan undertone.

This is not taken with flash! Completely natural lighting. With flash the cere does look how you described it.

Another close-up of the cere taken in natural light would be helpful.

Posting it in full-size rather than a thumbnail is also advisable.

I took all these just a few mins ago, in natural lighting. Tried to get different angles. Hope this helps!

From the latest pictures you posted, I would say Tweety is a little female.
Tweety's cere is much paler than Sparky's.

So funny and interesting! When I first got Tweety I swear the cere was a purple/pink color that was a bit deeper than it is now. Does it change like that sometimes?

Yes, some budgies ceres seem to change and it becomes quite confusing trying to determine the gender of particular birds.

We have one member who we were sure had a boy and several months later the budgie went into breeding condition and we found out otherwise.

Lighting and angle matter tremendously photos to determine gender.
Additionally, some computer monitors shows color variance just a bit differently which complicates the issue.
