Update on the PM system

Over the past couple of months, new members (less than 10 posts) have not been able to send or read PMs. Well, I feel that all members should be able to read their PMs, so I've changed this a little. All members should be able to read their PMs now. As for sending, I'm not sure. Members less than 10 posts might be able to send PMs, but this will have to be confirmed by a member in this usergroup. If they can send PMs, then that'll be fine I suppose (this system was put in to place originally to stop a particular spammer). If they can't send PMs, well at least they'll be able to read their PMs now.

I hope new members will find this change beneficial. :)

I think this is spot on Dave. :) I was a little worried about the new system with the as least 10 posts since I was unable to contacta few new members about certain issues but glad they will be able to read now. :)
