Welcome to the forum! We're so happy you decided to join us. Please feel free to browse through the posts here and create new threads to ask any questions you may have. One question for you, hold old is Homer?
As far as your budgie having apparent seizures, I am not sure exactly what you mean. Is it possible that your budgie is simply fluffing up his feathers and then shaking them? If that is the case, then that is completely normal.
If on the other hand, Homer really is having a seizure, you would mostly likely notice some of these things:
vocalizations
loss of consciousness
falling off the perch
flapping wings uncontrollably
stiffening the body.Fortunately, many birds recover from the seizure and slowly regain their ability to control their movements and perch properly. As far as the causes of seizure in birds, there are many causes. Some of the more common causes are central nervous system diseases such as brain tumors or infections, head trauma, hyperthermia, liver disease, metabolic disturbances (hypocalcemia, hyperglycemia) and toxicity from lead, zinc, aflatoxins and certain insecticides. If no cause can be determined after a thorough evaluation, the bird has what is called idiopathic epilepsy (epilepsy of unknown origin). Depending on the cause of the seizures, there are different treatments that can be administered.
If you think your little sweetie is having seizures, I would encourage you to bring him to an avian vet for an exam. This is part of responsible budgie ownership. If you are not aware of any vets near you, you can try looking one up here:

Please let us know about Homer! I hope is okay?
Hey nursemar! Welcome to the site :) .
Hello! You'll love it here!
I'm sorry to hear about Homer, but I agree with Budgiekin, take him to a vet and get him checked out. Good Luck!
