It's a new feature, mainly for the staff. If you have 0% you're fine, it'll be up there no matter what. It's just so we (the staff) can more easily keep track of misbehavior. The reason you don't see anyone else's is because that would allow you to warn them. And we don't want that.

Well it's a scale of 0-20. We can choose how many points you get when we warn you. Also, we can subtract points from your total as well. (You can't go negative though.)

Well you don't have to have 100% warn to get banned. If you do something really bad we can ban you with a click of a button. I don't think we've had any spammers on this site yet, but on my other site there were a few people who registered for the sole reason of advertising. That got them banned. There are other things that can get you banned too. I just don't remember what they are right now.
