It's hard to get a budgie to eat fruits and veggies when they're used to seeds, but try putting some broccoli florets in with their seeds, cause it looks like seeds. Try sprinkling millet over shredded carrots, once they get a taste of it, they may start to like it.
As for the bath... my budgies hate being put in the tub, or under a tap where water is running fast, but turn on the tap so that just little drops are falling, and put some millet in the sink. If that doesn't work you can try misting. You take a spray bottle and put some lukewarm water in it, and spray it just above them, so it falls on them like a gentle rain.
Good luck with this, these two things can be pretty hard. Let us know how you do, I'm sure other people will have lots of great advice and tips.

Make sure the veggies are chopped up fine enough so the budgies can eat it, or thin enough so they can bite off pieces. There are different ways to convert them.
You can try just eating the veggies in front of them, and making a huge deal over how good they taste. Budgies love to steal people's food! Mine tried to steal my taco today. :p:p
You can try taking out the seed in the morning for a couple hours, and only offer veggies in the same spot as their seed was. Then offer them their seed during the day, and you can try with the veggies again a couple hours in the late afternoon. Putting a mirror by their cup encourages them to eat the veggies because they see "another bird" checking out the veggies too.
Broccoli is good too, the tops look like little seeds.
Another idea is mixing it in with their seed, or sprinkling some millet on top. This encourages them to eat off the millet, soon curiosity will get the better of them and they'll give in. They can be stubborn creatures though.
As for bathing, just leave a shallow dish or bowel filled with one inch of lukewarm water for them. Most budgies will try it eventually. Jadon finally tried it when I had him perched on the side and I splashed the water with my fingers. He thought it looked like so much fun so he jumped in. :p
If that doesn't work you can try misting. Just get a spray bottle filled with warm, but not hot water. Make sure the spray bottle didn't used to have any chemicals in it though, this could harm your budgie.
Sink baths are another option, some budgies love splashing in the stream. :)

I grated the veg initially on the finest section of the grater and put a smaller amount of seed than ususal on the very bottom of the dish so they had to search through the veg to get to the seed. It worked as they'll both eat carrot and broccoli now and I don't have to grate it as finely. I keep trying different things and they've had a go at raspberries today - but I don't think they're keen! They're beaks and feathers end up multi coloured though. I urge you to keep trying as a pure seed diet is really unhealthy - I know this to my cost as it contributed to the death of my previous budgie.

I grated some carrots, by hand since I forgot we had a cheese grater thingy, and sprinkled a little bit of seed on top, at first they just dumped it out, than they started digging through to get just the seeds but in the process I think that they've gotten some carrot into them.
