Size matters a lot less than age. You'll find American Budgies are smaller than English ones. I breed them together to get larger birds. (Larger than the American.)

Age is another matter. I wouldn't suggest breeding birds that are less than one year old. Personally, I wait till they are 18 months but that is just me. I've been told that if you attempt to breed a hen that is too young, you increase the chance of egg binding but I can't swear to that since I never breed that young.

They can be bred at that age but personally I would leave it until their next moult is finished and they come into breeding conditioniong again.
This should be in about 2 to 3 months time.
This means all their internal organs will be able to take the stress of breeding and the birds will have a better conditioning for breeding .

All budgies are native Australian birds,
What is the difference between an "English" and an "American" budgie?

When people refer to an "English" budgie they are generally talking about a budgie that is significantly bigger than the wild Australian budgerigar and with characteristics and features that were developed and enhanced specifically for show. Some of these features include a bigger head and chest, large, circular throat spots, and vibrant, clear colors and markings. "English" budgies are generally less active "American" budgies are much closer in size and features to the wild Australian budgerigar.

Sounds like they are ready and close enough in size and age but I wouldn't push it just wait and see.
