I also think tiels have great personalities, but I think Emerson marches to the beat of his own drum.

Being that I live in an Apt my opinion would be that it should be fine. I have no problems with any of my birds what so ever. Emerson really loves the budgies to bits and he thinks of them as his flock mates.

He doesn't really like it when you do it to his face, he gets really grouchy and hisses at you. He does however like when you scratch his neck and back. :)

Awh. Emily likes to have her face scratched in certain places. If I do it somewhere she doesn't want scratched, she'll back up and hiss at me. Then she'll move back and rub her head into my finger. =]

I find it annoying though becasue I feel like he doesn't know what he likes.
