Yes, he is feathered but he is not a budgie..
He's a cockatiel! :D
I named him Kicsi and he is getting 5 months old now.
I got him two days ago, have been waiting for getting him for about 3 weeks when I finally got him!
I will just let the pictures talk, they are not so good but I have taken more. Have to get them in my comp first to show you. But first those pics:
