You can give your budgie raw OR cooked veggies. In either case, make sure they are washed thoroughly before giving them to your sweeties.
Also, the manner in which you cook the veggies is important too. Veggies will lose their nutrients if you cook them immersed in water for example. Steaming them is one of the best ways, as is microwaving them. Either of those methods are better at holding in the nutrients.
My budgies love raw carrots that are grated finely, but they prefer their broccoli cooked and chopped. You can try a variety of different ways to present their veggies and see what works best for your budgies.
Remember too that even if your budgies don't try their new foods when you offer them, don't let that stop you from continuing to offer them daily. Patience is key!

I feed my budgies raw broccoli. I'd say raw. :D

Today I'll try and do a couple of different things with the carrots and broccoli to see what they like the best. I have a feeling the won't try them right away, so I'll try and give it to them daily.

Different budgie, different taste :D
My budgies like the broccoli raw, I guess they like the tough texture, kinda like seeds. Carrots are raw as well because its the texture of wood that they like to chew on.
Most of the green veggies I give are raw.
Peas, beans, corn are all cooked.

If they do eat it will there be a difference with their droppings.

Yes, they're droppings can change when they eat veggies. Often times, they are kind of plump in appearance. They can also take on the colour of the veggie if they eat enough of it. Skyla LOVED her carrots and sometimes she would gorge on them which made her droppings appear orangeish in colour.

How long did it take for your birds to start enjoying vegatables?. Sidney took a little interest at the chopped up carrots, but soon left.

Budgies can vary widely in their acceptance of veggies. Some budgies will try them seemgingly right away, others will take several weeks. It often helps to start them on veggies when they are very young as it is much harder to introduce new foods when they are older (harder, but NOT impossible!)
Be persistent and patient! ;)

Shiloh was pretty quick on eating his veggies, approximately a few days, and Grace soon followed afterwards.

I find it helps when there is more than one budgie. One will often try them out, and the other will soon follow. Budgie see, budgie do! :D

I thought the same, since because I have two baby budgies that were raised here often try something if we try it then everyone tries, the problem is in my other budgie cage it takes longer for them to try something. One has tried the carrots in that cage but soon lost interest.
