There is a huge debate over clipping wings. Normally when they are free flighted, it is harder to tame them. By clipping their wings they become more dependent on you. No she wouldn't be able to fly until her feathers grew back. It is also a safe way to have birds out of their cages......
Also, if you choose to get her wings clipped you need to get a professional (vet, breeder) to show you how to do it correctly. It's too dangerous to just hope you figuire it out right.

I tend to keep wings clipped if the bird is to be an inside pet it just makes it easier
I really happy I have worked out how to resize my pics and uploaded some as thumbs lol

I recommend clipping wings for a few reasons. The main one is for your budgie's safety. They won't be able to fly into a boiling pot of water, hit a ceiling fan that is on, land in a toilet bowl, fly out the door if someone where to open it. . . .the list goes on. Secondly, it is better if you wish to train them (especially if they are not overly tame to begin with). They learn to become much more reliant on you and develop trust as long as you respect them when you get them to step up etc.
Many people feel that clipping a budgie's wings is un-natural. I would argue that this is not a valid argument because quite frankly, keeping a budgie as a pet and in a cage or aviary is not natural at all. Their natural habitat is far from the comforts of our homes!
The number of flight feathers that you have clipped on your sweetie can vary. It depends on how strong they are at flying. If they are strong flyers, then you will need to clip more. If they are not so adept at flying, then you would need to cut fewer.
The main thing you need to be cautious of when clipping is that you don't clip any blood feathers (those are new feathers that still have blood in the shaft). Other than that, if you get someone to show you how to do a proper wing clip, you could actually do it yourself.
Good luck! :p

Off Topic: Is the third one along albino?
On Topic: I will take Billy and Lily to the vets to be clipped, see how they do it on one wing and then have a go on the other.

I agree...to clip is good
I'm going to do it after they've bred though...
