My friend has a budgie that has a brown cere that sticks out like a horn. I was wondering if it was contagious because she wants me to bring my budgie over to play. Any idea? :S

I am having a hard time visualizing what you mean. Is it like an abcess? Do you have a picture we could look at?

sry, no photo, but it kind of looks like the bottom of the cere is curling up (i don't know think it really is) and it's kinda sticking out.

Most likely, the only thing that budgie can give your budgie (if you have a boy) is little chickee-doo's!;) A brown, horny looking cere is indicative of a female in breeding mode. You would want supervised play time for a number of reasons: 1) the two budgies are not guaranteed to get along, whether or not you have a female or a male budgie; 2) supervised because they might get frisky with each other (if you have a male), and 3) I would want to know this budgie's history and possibility of having any germ'ies whatsoever. Of course, we know that birds hide illness, so while the bird may appear fine (as well as yours appears fine), birds can be carriers of disease that can then affect other birds acutely. The carrier would have no symptoms of the illness. So from that standpoint, I would ask my friend a lot of medical questions, and especially how long she has had her bird.
