The dandelion flower I wouldn't know, but do know dandelions are bitter tasting.
I would tend to think there not good for budgies.

To be honest I am sure budgies can eat dandelions, I have heard people say they give them to their budgies on another forum I use. Maybe do a research on the web to double make sure xxx

I also read on another forum that buddies loved them. I decided not to risk picking them myself because you never know when and where poison has been sprayed. I when to a health food store and purchased organic dandelion greens. My birds loved them and enjoyed eating and playing with them. I hung them from the top of my cage near a perch. Lots of fun for Polly and Sunny! I went the other day to get more but the store was out of them. Maybe out of season now?

It would be best not to test anything on your budgies. If you aren't sure that it's okay to feed to your budgies, then don't. It's better to be safe than sorry :)
and as Txbirdfriend has said, there could be pesticides and other chemicals on it that could be harmful.
