Well, My bird isn't tamed but, it isnt entirely untamed the problem is getting the bird out of the cage or even putting your hand in the cage. It just started doing this but, it bites you when you put your hand in the cage not hard but enough to be annoying but, after it gets out of the cage it doesn't bite at all [out of the cage its pretty good but, it still flys away from you sometimes] is there anyway that I can try and fix its biting, and also help so it doesnt want to fly away from us?

My budgies do the same sometimes as yours. When I want them to come out of the cage and I reach my hand in, they will want to "strike" and bite hehe and by this I know not to bring them out.
Your budgie probably sees his cage as his safe zone. He doesn't really want to leave his protection.
Also, when he does bite, even if it get annoying, do not react to this. If you do, they will realize the dominance and continue to do so. A good idea is to wear a thin glove, this way the bites will not hurt you at all.
As for flying away, you cannot really do much about him staying in one place. if he wants to fly to a perch, he will. Or he might not feel as safe or not trust you entirely. Have you considered clipping his flight feathers just a bit to keep him to flying away?

My budgie use to do this. Make sure you don't move your hand when they bite. If you don't struggle to take them off, the bird will figure out it is no use even trying to bite.
Chico has learned this because what I did, was make him bite me (by putting my finger in his face) and since it didn't hurt, he decided not to do it anymore. Plus, before Pecka passed away, she bit me and didn't want to let go until I stopped trying to get her off. It wasn't a comfortable place (the back of my hand) but I let her stand on me and hold onh until she wasnted to let go. She never bit me after that

The best way to deal with your budgie not coming to you when flying out of the cage is to make sure he is fully hand tame first, Edie and Skyla was both hand tame before I let them out of the cage but Joley wasn't and I had to use a perch instead of my hand, eventually he swapped the perch for my finger but it did take quite a while, so perhaps you could try this method or wait till he is fully finger tame before you let him out again. As for the biting I couldnt stop Edie biting at all so I have not got a clue, Birdibabi advice sounded great though xxxx
