Is this a safe toy?

Recently I went to an old folks home and they have a few birds there. There was this one toy they had there. What is was was a hollow ball (i drew a crappy little one below) and what they did was jsut put a whole pile of shredded paper into it. I know budgies like to rip and tear things up. But I was thinking like what if he choked on a piece of the paper. So I was just asking what you guys think.

yes, i always leave curled up strands of paper for mine! they love it!

I don't see any problem with it, but if you thnk that there may be a problem then just only allow the baby to play with it only when it tis being supervised!

Buy them the expensive toys and what do they like...paper. :D
