Is it it's feathers or it's skin. budgies have odd colored skin, and it can be seen as brown.

The only time my budgies have this is when they're dirty, which is followed by a bath:D

Mineral blocks are great! I wasn't suggesting that it's bad but is it a pink one by any chance? Budgies seem to see mineral blocks as excellent head scratchers (don't know why, they look smooth and un-scratchy to me) and many owners get worried that their budgie has changed colour without realising the actual cause - could this be the case for your budgie?

Do you have any perches in the cage that may have the bark of the wood still on? Sometimes when budgies rub their heads on the perch, some of the brown colour rubs off from the wood onto their feathers. I have seen that happen with my budgies.
