when i first got ozzy he chirped a little bit but not very much, and the past week or so he has not chirped and all, does that mean he not happy or something?

Does he seem healthy apart from that? Eating well, and poop looking normal? No tail bobbing? Reasonably active with toys? Maybe he's still settling in? He may also just be having a quiet period. Midge does that from time to time. Some days I don't hear squat from her, and other days she is constantly chirping and squawking. :)

My Snoopy is a very quiet bird. Her former owners named her "Silent Sam."
She is happy with her boyfriend Tweety, but she is still quiet.....
Usually the females tend to be less noisy than males.

he seems healthy, eating fine, poops are fine, except when he gets scared they are kinda runny but i think thats normal. what is tail bobbing and what does it mean?

Tail bobbing can be a sign that a budgie is sick.
I think yours is just the silent type:p

If they are having a hard time breathing, like if they have a respiratory infection or something, then you can see the tail moving as the bird breathes. Not a good sign. Keep an eye on him, but he could just be a quiet one.
