I made this toy up today and my birds LOVE it so I thought I would share.
I'll tell you how to make it and the great part is you can replace the paper octopus.

Buy/get yourself some safe non toxic wooden/plastic beads with holes through them.

Then get some strong but thin string, shoelace's work great as it's more easy to get through the holes but you can also use a pin to push the string through the holes if you don't have any.

Take your string and pull a bead through tying a knot between them all so they don't drop down the string. Make sure to leave a long piece of string at the end as that's what you will tie your paper octopus with.

Now get some paper and start cutting it into long stripes at both sides but not all the way through.

Take your stripped paper and start rolling it all the way up.

Now tie your rolled paper to the end of the string of which you knotted the beads too.

Start twisting the stripes of paper until there all done.

And now you have a new toy for your birds. :D
