The list discusses concerns about eucalyptus leaves and flowers. Where we live, we have eucalyptus trees all around us as well as a lot of different parrots, wild. The parrots live in the eucalyptus trees, they often nest in hollows. The cockatoos are notorious for deliberately chewing the bark and often ringbarking the branches, to make them drop off and to form hollow areas in the tree that they can use for nesting.

Also, my brother was working in a zoo nearby for a while and they would use eucalyptus branches (leaves and flowers) as browse in the aviary, for the parrots there. These parrots would happily chew the leaves and flowers. The browse was changed every day. We often supplied the zoo with branches from our eucalyptus trees which would first be given to the koalas, then the birds got them, then finally they would be shredded and composted.
Also we often get lerps on our eucalyptus trees - these are scale insects which are "bush tucker" and safe to eat. They're like pinhead-sized wafer biscuits. Aussie parrots love these.

So I think you can safely say that eucalyptus trees in general are OK for budgies, don't worry about their oil content.
