Hi Audrey...welcome to the site! ;) Have you candled the eggs to see if they are fertile? (You can bring them in a dark room and hold a flashlight up to them..if they look clear, then the are not fertile...if you see blood vessels, then they are fertile.
From the time the egss are laid, it takes about 18 days to hatch. Did you use a nestbox?

Wow, i never knew that! I should have done that with Green's eggs... I've learnt something new today, thanks Budgiekin!

Yes candle the eggs it takes anywhere from 18-21 days:) Just make sure you wash your hands very good and dry them before you touch the eggs and after. You can also block the pores that are on the egg by touching it to much so just candle them once.If you see a dark figure inside usually a red color and veins or blood vessels its fertile...and soon you will have chicks!Lucky You!

hi what do you mean by candel them, can i move the eggs, the mother is on them all the time, she does not come out that much,im scared if i move them she wont sit back on them, thank you
candle hold them up to a light to see if they are fertile I use a piece of card board slowly push her out than put the cardboard in front of the hole so she can't come in until your done. When you are done candling than take the cardboard away. You do not have to candle the eggs you could just wait...:p

first off, silly question, but i am assuming you have a male & female? since a single female will lay eggs too
2nd, are they in a nesting box? if they are, were you planning on breeding?
3rd, she will sit on infertle eggs, and will probably sit on them about a week or so after they should have hatched since this is her first clutch.
furthermore, when & if they hatch, you will really need to keep a close eye on them & mom. since this is her first clutch, she might not know what to do, and when to feed. a lot of first timers loose the first baby, but figure it out by the 2nd
where is dad? has he been going to mom & feeding her? when the babies hatch, he should help too. he wont sit on the babies, but he will feed them & mom still.
you have no idea when they were laid? if she is in a nesting box, and you were planing on breeding, you should have been checking on her everyday, keeping logs, and firstoff done the reading first, so you knew what to expect.
as for picking up the eggs, thats fine, mom can be agressive, and yell at you, but she will come back.
at about 5 days after they have hatched, you will need to check out the babies, clean their feet if needed, and check the inside of their beeks.
also, if mom & dad are not feeding you will need to take over..... ohhh so many more things...... you will need to post your questions as it happens, in the mean time, i sugest you go to the bookstore or library and get a book on budgies & breeding.
