I brought 5 new budgies today, 4 of them look perfect, but 1 has scabs under his eye lids, on his cere, and at the sides of his beak which also looks overgrown (the top part) ive put him in a cage on his own and sprayed them all with mite and lice spray, is it contajus to other birds or just budgies? they will be quarintined 4 four weeks anyway, is there anytin ican do to make him more comfortable

First off, can you post usa clear picture of his cere and eyes?
What color is the cere, does it look crusty, or does it look like it has holes in them?
It's great that you've already seperated him with the others. Yes, it is very contagious and you may want to check up on the other budgies as well, since it is easily catchable.
The mite and lice spray will only go so far. If you have the opportunity, you can go to the vet and they will be able to give you what you need to cure the mites (I forgot what it was called :o )
Or, if you've caught the mites in it's early stages, you can try to apple some vaseline on the cere, as well as the feet (since some budgies with mites on the cere, may also have it on their feet.) The vaseline will suffocate the mites and the mites will go away.
My first choice would be to go to the vet though.

A vet would be best. They prescribe and administer Ivermectin based on the condition and your budgie's weight. There are other treatments possible but vet is always best if you aren't sure of the stage it's in. Scaly face mites can be passed on to other birds but they do not live off the bird's body (so you can't get them). I'm also a bit concerned. You mentioned you sprayed them with mite and lice spray. I found those to be hazardous to their respiratory system *although they claim to be safe*. Also, most are not for spraying the bird, but the enviroment in which it's in. In that case, it's also useless because these mites do not live off the body. Here is really good article you should read:
