That behaviour you are describing is called "chewing their cud". Budgies usually do this when they are feeling content. Some budgies do it more than others, while some budgies don't appear to do it at all. This is not something to be concerned at all about.

I think its when they reguratate a tiny bit of seed and then grind it and then swollow it in around 3 seconds. And keep on then repeating that.

I've noticed Kansas do it before. Shane and Jiblet did it all the time. Even our parrotlet Sam does it! :P Perfectly normal. :)
