What do you think their mutations are??
Mutters may be a Skyblue dominant pied??

Do they both have Iris Rings? I've read that this means they are dominant pieds. :)

Yep both are dom pieds. NICE belly bands on both birds!

I agree, both are dominant pieds. And it's not uncommon for a dominant pied to have mix-matched cheek patches like that. And dom pieds will have an iris ring once it's old enough to show, and the recessive pieds do not.
The type of pattern of the pied is also usually more symetrical or even bands across the chest, unlike the recessive pieds which are a bit more random and usually affect the wings as well. The exception is the double factor dominant pied which sometimes looks similiar to a recessive pied. However the DF dom pied is also usually symetrical and mostly white/yellow, little to no wing markings, still has the large patch behind the head and body color (green/blue) in a small band on the chest and/or on the back under the wings.
