First off... Is Cheerio a Dark-eyed clear? (99% sure he/she is)

Second... Boy? Girl? (I think boy but I'm no expert)

3rd... Do their eyes ever get that grey ring or do they stay entirely black for life?

4... Since they don't have the baby bars on their head, how can you tell how old they are?

I'm guessing here, but looking at the cere, thats a young bird. A DEC will get no iris ring, there eyes are a dark plum color.
I bought 2 young birds i thought were DEC's, they "matured" got iris rings and became double factor spangles.. oh well! LOL

From the looks of it you have a dark eyed clear you can go to
www.budgieplace.com (http://www.budgieplace.com) click on Dark Eyed Clear under mutations and they've got pictures, and the explantion of what it is

but A Dark Eyed clear is the excat same as a Lutino or albino with the exception of the eyes are dark(plum) instead of Red they have NO coloring what so ever except the yellow or white , they'll have no strippings in the wings and no bars on the head

But he is all yellow (no colored spots anywhere). He currently has no flight feathers as the people at Petco clipped ALL of them. Poor birdie goes kersplat everytime he throws himself off the cage.

HE is def a DEC and def a male..he is stunning by the way...

Looks like a DEC to me :) beautiful bird, how lucky!
