If this persists, go and visit and avian vet and get him checked out, he could harm himslef.

This is certainly not normal behaviour at all. Budgies should not be falling off their perches and sleeping as much as your little Hector is. Sometimes budgies with breathing problems fall of their perches...does Hector's breathing look abnormal. I would encourage you to bring your budgie to an avian vet immediately to get checked out and treated if possible.

Good luck with your little sweetie and please update us on how the little fellow is doing.

If you need an avian vet, you can search for one here:

My late sweetie Camilla did exactly the same thing, she would spend all of her time sleeping on the floor. She died after only 9 days, i think she may have picked up an infection from the pet shop aviary.
Take Hector to the vets before the same thing happens again. Good luck.

Took hector to the vet's today & the vet said "he has an underactive thyroid, probably caused by iodine deficiency.
We have to put iodine in his water as a supplement, the lack of iodine came from him only eating seed & millet, he refuses other foods.
The vet said he was painfully thin, which was hard for us to see because he always has his feathers up.
The vet was scepticall about Hectors chances of survival due to his body being so thin.
He's always been a good eater & loves millet, infact I was worried about him getting too fat, but the thyroid problem has caused the opposite to happen.
We got Hector from a pet shop in April 2006, where he was fed on cheap mixed seeds.
The vet said to feed him on "Trill" which is a U.K brand boxed seed that is rich in iodine.
I'll let you know over the next week or so how he gets on, thanks for the replies & good luck messages.

Well the story has come to a sudden ending, he died earlier this evening.
He had been eating & sitting on his perch & at times today looked a lot better.
He suddenly flopped forward of his perch & when I took him out of his cage he was barely alive.
I wrapped him in a blanket, he closed his eyes & just gave up.
I should have took him to a vet a week ago, he hasn't been 100% for a about 10 days now, but I didn't realise how unwell he was.
Anyway, make sure your budgies have plenty of iodine in their diet & avoid this happening to you.
