Umm, how do I describe this, Tiki does this strange little motion-beak-tongue-neck thing in which it appears he is either trying to talk (no vocalization though) or cough up a hair ball. Or in his case a feather ball. Anyway, I believe it to be some form of friendly banter or play. What do you think - does this mean anything. Its actually quite comical!

Hi Debby. I am quite familiar with the beak, neck, tongue thing! I actually made up a name for that behaviour. I call it "whorking" (pronounced horking). Don't ask me how I came up with that, but it just seemed to suit that kind of beak, neck tongue activity.
I am not sure what it means though. My budgies, particularly Skyla, "whorks" quite a bit. When she really gets her neck into it, I call it "norking". (Again, don't ask how I came up with that either!).
I'd be interested in hearing what other people think this whorking/norking behaviour, as I call it, means.
Budgies do this when they get a little bit of seed husk or dust in their throat, i think it looks so strange!

LOL!! Love the responses! Especially the whorking!! How cute!
Yeah most of the time after 'whorking' (!) a feather pops out of their beak! So its totally normal and yes your quite right it is rather funny!
