I am not sure what the color means, but budgies can breed very young so if you want them to breed, I would go on ahead. :D

Please check out this thread first that was posted by Bea. It may answer some questions that you have. For your budgies' health I would wait a little longer to breed them.

They're definitely too young. They MUST be at least 12 months old, preferably 18 months. Any younger and they're neither physically or emotionally developed enough to raise a family.

Yes Bea's right. Are they still separated? It doesn't matter if they aren't because they wouldn't have anywhere to nest. If you want to breed them wait until they are older.

Yes when a female budgies "cere" the top part of the beak changes from dark brown to a light almost a peach color or light brown than the female is in breeding condition ready to breed. The budgies in that picture are way to young to be breeding they look like they are 3-4 months in that picture? You have to at least wait until they are 1 year make sure you provide them enough calcium. They are nice birds. You going to have to wait until they're older Missy.

My Lily is ready to breed then Ooh Wow! Billy's cere is Bright blue so I might have some budgie eggs soon!

Well brown ceres means female blue ceres mean male.

Well brown ceres means female blue ceres mean male.
This is a very old thread but i just wanted to clarify that statement. Usually this is correct but young females or females out of breeding condition will have a pale blue/white cere. :)
