Persistence is key. Budgies won't try anything new until they get used to it. Keep introducing the fruits and veggies so she gets the idea of it being food. You can also help by pretending to eat it or touch it. That should show her that it's okay and that it won't harm her.
Goodluck!

I went through the same thing with my budgies. At first they wouldn't touch anything other than seed, but now they absolutely devour broccoli, and like fresh parsley and other greens as well.
I found that they liked vegetables after I started introducing dried greens into their seed (which, for some reason, they loved!)

One thing I have found helpful is sprinkling some seed on top of some vegetables. One of the veggies that worked particularly well for me here is grated carrot. Cooked (but cooled) broccoli has also worked well. When you make this "mix", try placing the dish near one of their favourite perches in the cage. They'll easily see the seed and how close it is to them, that they may not bother eating from their usual seeds dish (at least not until the ones from the seed/veggie mix are gone...) ;)

My budgies like:
Cooked carrots mashed down
Cooked sweet potato mashed down
Raw broccolli
Spinach
Sweet peas
Cooked corn niblets
Fresh parsley
Strawberries
Apple
Green peppers
Those are the common ones anyway- they get something different also in addition to those
